ขอเรียกร้องให้ระงับการก่อสร้างเขื่อนในภูมิภาคเอเซียตะวันออกและเอเซียตะวันออกเฉียงใต้จนกว่าทุกองค์กรที่เกี่ยวข้องกับการ
ก่อสร้างเขื่อนในภูมิภาคนี้ได้ปฏิบัติตามข้อเสนอแนะของคณะกรรมการเขื่อนโลกเสียก่อน
รวมทั้งต้องฟื้นฟูสังคมและสิ่งแวด
ล้อมที่ได้รับ
ผลกระทบจากเขื่อนที่สร้างไปแล้วด้วย
เครือข่ายเฝ้าระวังแม่น้ำเอเซียตะวันออกและเอเซียตะวันออกเฉียงใต้
ซึ่งเป็นเครือข่ายองค์กรประชาชนและองค์กรพัฒนาเอกชน
เพื่อหยุดเขื่อนใน
เอเซียตะวันออกและเอเซียตะวันออกเฉียงใต้
รวมถึงการฟื้นฟูแม่น้ำด้วย
ขอแสดงความชื่นชมต่อผลการศึกษา
ของคณะกรรมการเขื่อนโลก
ซึ่งพบว่า
เขื่อนได้สร้างผลกระทบมหาศาลต่อชุมชน
สิ่งแวดล้อม
และชี้ว่าประโยชน์ของเขื่อนนั้น
ล้มเหลวโดยสิ้นเชิง

รายงานผลการศึกษาของคณะกรรม
การเขื่อนโลกแสดงให้เห็นว่า
สิ่งที่พวกเราได้ถกเถียงมายาวนาน
เช่น
ต้นทุนของเขื่อนที่สูงมาก
หรือการที่ชุมชนท้องถิ่นต้อง
เป็นผู้แบกรับภาระและแรงกดดันจากการสร้างเขื่อนที่เกิดขึ้นภายใต้คำว่าการพัฒนา สำหรับประเทศไทย
ชุมชนที่ได้รับผล
กระทบจากการสร้างเขื่อนต้องต่อสู้อย่างยาวนานเพื่อเรียกร้องให้มีการแก้ไขปัญหาสังคมและสิ่งแวดล้อม
และขณะนี้หลาย ชุมชน
ได้เรียกร้องให้ทุบเขื่อนปากมูลทิ้ง
ซึ่งก็เป็นความขัดแย้งและเป็นข้อถกเถียงในเรื่องเขื่อนปากมูล

และต้องทบทวนโครงการเขื่อนที่วางแผนการสร้างตาม

เขื่อนทรีกอสในประเทศจีน
เขื่อนซานโรเกในประเทศฟิลิปปินส์
เขื่อนท่าซางใน
ประเทศพม่าและเขื่อนบากุนในประเทศมาเลเซีย
จะต้องยุติการดำเนินการจนกว่าจำได้มีการปฏิบัติตามข้อเสนอแนะของ
คณะ กรรมการเขื่อนโลก
เขื่อนปากมูลในประเทศไทย
เป็นหนึ่งในแปดเขื่อนทั่วโลกที่ถูกเลือกเป็นกรณีศึกษาโดยคณะกรรมการเขื่อนโลก

เขื่อนโลกค้นพบว่า
เขื่อนปากมูลล้มเหลวเรื่องประโยชน์
และส่งผลกระทบอย่างถาวรในเรื่องของพันธุ์ปลา

ปลาที่สามารถจับได้ในอ่างเก็บน้ำของเขื่อนนั้นจับได้น้อยกว่าก่อนการสร้างเขื่อนถึงร้อยละ

กระทบให้ชาวบ้านต้องสูญเสียรายได้ไปถึง
๕๖ ล้านบาทปี
คณะกรรมเขื่อนโลกสรุปว่า
ถ้าหากว่าได้มีการประเมินถึงผล
ประโยชน์และต้นทุนของเขื่อนอย่างเป็นธรรมแล้วละก็
จะต้องไม่มีการก่อสร้างโครงการเขื่อนปากมูลในปัจจุบันแน่นอน

ต้องได้รับบาดเจ็บประมาณ ๓๐

และกฟผ.ยังโจมตี

แถลงว่า การกระทำที่รุนแรงและป่าเถื่อนต่อผู้ประท้วงซึ่งชุมนุมอย่าง
สงบที่เขื่อนปากมูลนั้นคือผลิตผลของการพัฒนาที่มาจากเขื่อน
ทรัพยากรของคนจนต้องถูกรัฐขโมยไปป้อนให้กับคนรวยที่มี
ความต้องการไม่หยุด
ผู้ประท้วงต้องเผชิญหน้ากับการข่มขู่คุกคามจากผลที่ตามมาของการที่พวกเขาเหล่านั้นได้รับผลกระทบ
จากการลดลง ของพันธุ์ปลา
ซึ่งมีสาเหตุมาจากเขื่อนปากมูล
เราหวังเป็นอย่างยิ่งว่า
รัฐบาลไทย
และหน่วยงานต่างๆโดยเฉพาะ
ธนาคารโลกจะปฏิบัติตามรายงานของคณะกรรมการเขื่อนโลกที่มีต่อการสร้างเขื่อนว่าต้อง
ตระหนักในเรื่องของความยินยอม
จากชุมชนที่ได้รับผลกระทบก่อนที่จะดำเนินโครงการต่อไป
รายงานผลการศึกษาคณะกรรมการเขื่อนโลกเกี่ยวข้องในเรื่องของลุ่มน้ำโขง
ซึ่งปัจจุบันนี้มีจำนวนเขื่อนที่วางแผนจะก่อสร้าง
ในแม่น้ำโขงและแม่น้ำสาขาของแม่น้ำโขงมากมาย
คณะกรรมการเขื่อนโลกกล่าวว่า
จึงมีความจำเป็นอย่างยิ่งที่จะต้องมีการได้
รับความเห็นชอบและตัดสินใจร่วมกันของประเทศในลุ่มน้ำโขงในการ
จัดการแบ่งสรรทรัพยากรน้ำนี้
และกล่าวอีกว่า หาก
ประเทศลุ่มน้ำโขงไม่เห็นชอบให้มีการก่อสร้างเขื่อนในแม่น้ำโขงและแม่น้ำสาขา
ก็จะต้องไม่มีการก่อสร้างเขื่อนเช่นกัน

Moratorium
on Dam-Building in East and SE Asia Demanded
World
Commission on Dams Releases Report in Bangkok
Dam critics
from East and SE Asia are demanding a moratorium on dam-building until the
recommendations of the World Commission on Dams (WCD) have been implemented
by all dam-building agencies operating in the region. The groups are also
demanding reparations for social and environmental damage caused by dams.
Rivers Watch
East and Southeast Asia, a network of peoples organizations and NGOs working
to stop dam construction in East and SE Asia and to restore rivers, welcomed
the release of the WCD's final report, stating that it "shows the
devastating impacts of dam projects on communities and the environment, and
also shows how dams have failed to deliver their projected benefits."
Mr.
Chainarong Sretthachau, Director of Thai NGO SEARIN (Southeast Asia Rivers
Network), says: "The WCD report vindicates what we have long argued:
that the cost of dam projects is simply too high for the local communities
who bear the brunt of this development. Here in Thailand, communities
affected by dam projects have been fighting for years for just compensation,
and now some communities are demanding that dams be taken down, such as the
controversial Pak Mun dam."
Mr. Doi
Toshiyuki from the Fukuoka NGO Forum on the ADB, a Japanese NGO, says,
"We are calling on public financial institutions such as the Asian
Development Bank and Japan Bank for International Cooperation to place a
moratorium on funding dams until they have adopted the WCD guidelines, and
to review all ongoing projects in the light of the new recommendations.
Projects such as the Three Gorges Dam in China, the San Roque Dam in the
Philippines, the Ta Sang Dam in Burma and the Bakun Dam in Malaysia should
not continue unless proponents can prove that they comply with WCD
guidelines."
Thailand's Pak Mun Dam was one of eight projects studied in detail by the
WCD. The WCD found that the dam has failed to meet its projected benefits
and has had substantial impacts on fisheries. The WCD estimated that the
actual fish catch in the reservoir and upstream is 60-80 percent less than
in the pre-dam era, resulting in an economic loss to villagers of about
US$1.4 million per annum. The WCD concluded, "if all the benefits and
costs were adequately assessed, it is unlikely that the project would have
been built in the current context."
Last Sunday,
the "Long-Live Mun River" protest village at the dam site was
destroyed by a gang of 200 people hired by the Electricity Generating
Authority of Thailand. Villagers had been living in protest at the site
since March 1999 demanding that the dam be decommissioned and the river
restored. Thirty people were injured in the early morning raid.
The Assembly
of the Poor denounces EGATs drastic actions of November 19, 2000, which
included razing the entire Mae Mun Man Yeun Village and serious physical
assaults on the village residents. Such
a cruel, barbaric and inhuman undertaking reflects EGATs rejection of the
WCDs recommendations released on November 16, 2000, which have direct
implications for the Pak Mun dam. Ms.
Wanida Tantiwittayapitak, Advisor to Assembly of the Poor, says:
"Violent
acts such as those recently taken against the peaceful protesters at Pak Mun
are a by-product of dam developments, in which poor peoples' resources are
stolen by the state to satisfy the perceived water or power needs of the
rich. Pak Mun protesters have faced this kind of intimidation from the very
first moment that they raised concerns about the impact of the dam on their
fisheries. We are hopeful that the Thai government and agencies such as the
World Bank will adopt the WCD's new approach to dam-building, which
recognizes that affected communities must give their consent to a project
before it can go ahead."
The WCD
report has implications for the Mekong watershed, where scores of dams are
planned for the mainstream and tributaries. The WCD says that there is a
"need to obtain the consent and co-operation of riparian States in the
management of shared water resources
" and that "Dams on shared
rivers are not built in cases where riparian States raise an objection that
is upheld by an independent panel."

Shamila Annie Mohamed Ariffin
Friends of the Earth/Consumers Association of
Penang, Malaysia
Ms. Shamila works both for Consumers Association
of Penang (CAP) and Friends of the Earth, Malaysia (SAM), two sister
organizations based in Penang that work respectively on various consumer and
environmental issues in Malaysia. Both organizations have been fighting
against the construction of large dams in Malaysia, most notably the
Selangor Dam and Bakun Hydroelectric Project in Sarawak, Borneo and have
been working closely with the indigenous communities affected by the
construction of these dams at grassroots level. In 1999, both CAP and SAM
were involved in publishing a report on the Bakun Resettlement Scheme at
Sungai Asap, describing in detail the suffering of the displaced communities
and demanding that the Government of Malaysia act on the grievances and
complaints of the people, in which Miss Shamila was involved. She recently visited Sungai Asap for the second time in October 2000
and will be able to describe to interested parties how the appalling
condition of the Resettlement Scheme, reported in 1999, has worsened.

Toshiyuki Doi ("Toshi") is vice-director of FNA, a citizen's
advocacy group
which attempts to monitor development projects, especially those funded by
the ADB, in the Asia-Pacific region. Established in 1996 in
preparation for
the ADB's annual meeting in Fukuoka, Japan in the following year, FNA has so
far hosted several consultations, among which were a panel discussion with
the ADB managers on large-scale dams (October 1999) and a policy dialogue
with the Japan Ministry of Finance (May 2000). FNA has also organized
numerous public lectures, seminars, workshops, study groups, and field trips
on such issues as large-scale dams, public works in Japan, ODA, and WTO.
Toshi is also a member of the region-wide NGO network on the ADB. He
has
helped the network conducting its advocacy work at the ADB's annual meetings
in Manila (1996), Fukuoka (1997), Manila (1999), and Chiang Mai (2000).
Toshi now makes frequent trips to Thailand, trying to communicate Thai NGOs'
and POs' concerns over development projects, especially those involving
Japanese ODA, to Japanese NGOs as well as the Japanese general public.

Mrs. Sudjai and Mrs. Pranee are
representatives from villages that were negatively affected by the Pak Mun
Dam. Both of them were fishers
living on the banks of the Mun river and have been protesting the Pak Mun
Dam for almost 10 years.

U Sai Win Pay is an elected Member of Parliament from
Murngshu Township in Shan State, Burma. He is a member of the Shan Nationalities League for Democracy,
which won the second largest number of Parliamentary seats in the 1990
elections in Burma, after Daw Aung San Suu Kyis National League for
Democracy. Burmas military government never recognized the election
results. After enduring years
of harassment and threats from the military authorities, U Sai Win Pay went
into exile in April, 1998. He
now serves as a spokesperson for the Shan people in their struggle for their
rights, including the right to make decisions about their own natural
resources and livelihoods.
Mr. Chainarong Sretthachau
Southeast Asia Rivers Network, Thailand
Mr. Sretthachau is founder and Director of the Thai
NGO Southeast Asia Rivers Network (SEARIN). SEARIN was established 18 months ago to protect rivers and oppose dam
construction in mainland Southeast Asia. SEARIN works with village residents and local groups affected by the
World Bank funded Pak Mun Dam, the proposed Kok-Ing-Nan water diversion
scheme, and large dams and water diversion projects in the Salween River
Basin. He also acts as an
advisor to the Assembly of the Poor in Thailand. Mr. Chainarong previously worked with the Thai NGO Wildlife Fund Thailand. He
was trained as an Agricultural Engineer.

Wanida Tantiwitthayapitak
Assembly of the
Poor
Ms. Wanida is a key advisor to the Assembly of the
Poor. She has joined the
villagers protesting the Pak Mun dam since 10 years ago. She was one of the founders of the Assembly of the Poor, which has
drawn together people who have been affected by dam construction projects
all over the country in order to address the Thai Governments policies on
natural resource management. |
