The Interantional Company Signed Development Agreement of Nam Ou

In October 15, the International Company of the Group Corporation
signed Development Agreement of Nam Ou Hydropower Project with Lao
government in Laos capital Vientiane. The assistant of general manager
of the International Company Shen Decai, representative stationed in
Lao Yu Mingchuan, Laos assistant director of Plans and Investment
Committee and Director of Electrical Power Office represent both sides
to sign separately in the agreement. Counsellor of Chinese Economy
counsellor's office, governors of Louangphrabang Province and Phong
Saly province as well as high-ranking government officials from all
walks of life attended the signing ceremony.

Nam Ou River origins from China, it is the biggest level branch of
Mekong River within the boundaries of Laos, which spans 475
kilometers. The Group Corporation signed in May 30, 2005 with the Laos
government the single project memorandum.of developement Nam On 8
hydroelectric power station in the Nam On River basin by the BOT way
investment.

According to the preliminary plan, the entire Nam On River basin
plans to develop 7 step hydroelectric stations, with the total
installment capacity of 1,200,000 kilowatts.The year power production
will reach 5,400,000,000 kwh, and total investment is near
2,000,000,000 US dollars. This project adopts the BOT way investment
development.

On the morning of November 26, the Laos Nam Ou River Basin
Hydropower Development Item held electricity selling memorandum
signing ceremony in the headquarters of Sinohydro Corporation. Thai
Department of Energy routine Secretary Dr. Peng Chai, Thailand EGAT
president Mr. Songbu, Chief of Laos Energy Promotion Development
Bureau of Energy and Minerals Department Mr. Simpson, General Manager
of the Group Corporation Fan Jixiang, Deputy General Manager and
General Manager of the International Company Huang Baodong, assistant
of the General Manager and Deputy General Manager of International
Company Ding Zhengguo attended the signing ceremony. Before the
singing ceremony Fan Jixiang and the guests carried on a friendly
discussion.

The International Company started to track Laos Nam Ou River basin
hydropower development item from 2005, and proposed the overall
development conception of Nam Ou multi-stage water-power
development, which obtained the Laos government positive response, and
has officially signed the development agreement on Nam Ou River multi-
stage hydroelectric power station BOT project in October 15, 2007 with
the Laos government.

According to the plan, the entire basin will carry on the
development according to 6~7 levels of power plants. After the power
plant is completed, 90% of the electric quantity will sell to Thailand
EGAT. After several rounds of negotiations since this September, the
International Company finally signed the memorandum on November 26,
which symbolized the cooperation between Sinohydro Corporation and
Thailand has entered a brand-new time, and has laid a solid foundation
for other water power projects between Sinohydro Corporation and Thai
Department of Energy and EGAT.
