Survey to begin on Laos dam project

HA NOI -- The Viet Nam Oil and Gas Electricity Corporation signed a
contract with Power Engineering Consulting Co No 1 (PECC1) under which
the latter will survey the proposed site of a hydroelectric project in
Laos.

The contract was signed in Ha Noi on Monday and calls for the survey
to be completed by April of next year.

The proposed 1,410MW hydroelectric facility at a cost of US$2 billion
is slated to be built on the Mekong River in Luang Prabang Province
and is expected to supply 7-8 billion kWh per year to both Laos and
Viet Nam. The survey hopes to be completed in April 2008.

Ha Noi — A Vietnamese company has inked a deal on investment and
building consultation in the construction of the Luang Prabang
hydroelectricity plant in Laos.

Subsidiary of PetroVietnam Power Corporation (PVPower), PVPower
Engineering Consulting Joint Stock Company signed the internal
corporation agreement with the Moscow Irrigation and Construction
Design Institute in Ha Noi yesterday.

The hydroelectric project, to be constructed along the lower section
of the Mekong River, is expected to generate an annual 6016 million
kWh. It will take seven years to complete, with operations slated to
kick off in 2013 or 2014.

Total investment has been projected up to US$1.828 billion.

Along with the joint stock company, the other four companies to have
recently joined PVPower include the Machinery and Spare Parts Company,
the Viet Nam Technology Service Petrol Power Company, the Viet Nam
Real Estate Petrol Power Company and a consulting business.

PVPower company was established in June 2007 with four subsidiaries
and five associates.

Sekaman river in Sekong Province of Laos was dammed yesterday for
construction of a Viet Nam-built hydro-electric power plant, the
Sekaman 3.

The Sekaman 3 is one of the five hydro-power to be built under a Laos-
Viet Nam energy development co-operation programme which aims to
produce 3,000 MW of electricity.

The Sekaman 3 is being built in Dakchung District at a cost of $273
million, to which the Viet Nam-Laos power joint stock company
contributes 85 percent and the Lao government, the remainder. — VNS
